Email notifications to be sent only to relevant contacts

Currently, all notifications go to the primary/account email. This needs to change in a way that commercial notifications (invoice, credit notes, credit limit change, dunning etc.) go to billing contacts.
commercial notification should exclusively go to the Billing Contact only since we are explicitly asking the customer to mention the billing contact and customer has option to set the primary contact as billing contact also
